Overview

  • Ryanair will raise its free personal bag size to 40 × 30 × 20 cm in the coming weeks, slightly exceeding the EU’s draft minimum of 40 × 30 × 15 cm.
  • Interinstitutional talks between the European Parliament, Commission and member states are ongoing to finalize uniform size and weight limits and guarantee two free carry-on items per passenger.
  • From September, Air France-KLM’s new Basic fare will charge a minimum €15 fee for an additional cabin bag beyond a personal item on selected routes from Paris and Amsterdam.
  • Consumer bodies BEUC and Germany’s vzbv filed a formal complaint under a 2014 ECJ ruling that bans fees for reasonable hand-luggage on the cheapest fares.
  • Airlines for Europe and legacy carriers argue that binding carry-on rules could drive up ticket prices, reduce fare options and complicate boarding operations.
