Russia’s Unified Voting Ends With Counting Underway and Early Tallies Favoring Incumbents

Officials report high turnout with no disruption from cyberattacks.

Overview

  • Polling stations closed in 81 regions and counting began after the three‑day vote for governors and local bodies.
  • Participation exceeded 16 million in person with more than 1.4–1.5 million remote votes via the federal electronic platform used in 24 regions, with high turnout reported in Tatarstan (66.5%), Sevastopol (about 60.7%) and Leningrad Oblast (58.4%).
  • CIK said about 290,000 attacks targeted its portal and 300-plus hit the remote voting system, asserting that operations were unaffected.
  • Preliminary tabulations showed strong leads for incumbents, including Maria Kostyuk at 81.62% in the Jewish Autonomous Oblast with 75.45% of protocols counted and Igor Kobzev at 82.70% in Irkutsk based on an initial 0.73% of protocols.
  • Opposition complaints surfaced, with the Communist Party’s Alexander Safronov alleging large-scale falsifications in Krasnodar Krai, and the CIK citing an assault on a precinct chair in Saratov and preparing an appeal to party leader Gennady Zyuganov.
