Russia’s Duma Passes Law Tightening Migrant Access to Mandatory Medical Insurance

Overview

• Labor migrants will receive OMS policies only with legal employment and at least five years of insurance record, up from the current three years.
• Highly qualified specialists remain exempt from the five‑year insurance requirement.
• Starting January 1, 2027, the OMS Fund will set procedures for agreeing and calculating spending norms, including cases where territorial funds act as insurers.
• The law authorizes interbudgetary transfers to fund basic OMS care in selected medical facilities in the Donetsk and Luhansk regions and in parts of Zaporizhzhia and Kherson, with the government to define the list and rules.
• OMS Fund employees gain a one‑time housing subsidy financed from current‑expense budgets, and regional commissions may add extra performance metrics to insurer financing contracts.
