  • The law authorizes interbudgetary transfers to fund basic OMS care in selected medical facilities in the Donetsk and Luhansk regions and in parts of Zaporizhzhia and Kherson, with the government to define the list and rules.
  • OMS Fund employees gain a one‑time housing subsidy financed from current‑expense budgets, and regional commissions may add extra performance metrics to insurer financing contracts.
