Overview
- Ukraine reported a large overnight aerial barrage on Oct. 16–17 in which its air defenses neutralized four Kalibr cruise missiles and about 289 attack drones, and fighting continued into the morning.
- Ukrenergo said strikes damaged thermal power plants, key substations and transformer facilities, and that the damage has worsened its winter supply forecast though it does not yet call the situation critical.
- Repair crews said they restored power to more than one million people after the raids, but outages and damage persist and Ukrainian officials reported at least eight deaths and dozens of injuries across nine regions.
- Russia’s Defence Ministry said its forces struck metallurgical plants, a transformer factory, an energy site and a dry cargo ship carrying military supplies to Odesa, signaling an effort to hit industrial and military supply chains.
- The high-volume drone campaign has spilled across the border, forcing repeated restrictions at Moscow’s major airports and disrupting hundreds of flights, and the IOM warned that millions of returnees now face acute displacement and heating risks if infrastructure fails this winter.
