Russian Strikes Cut Power in Three Ukrainian Regions as Kyiv Ramps Up Drone Defenses

ISW reports no open-source proof for Moscow's claim of a Ukrainian hit on Putin's Valdai residence.

Overview

  • Ukrenergo said a large share of customers in Chernihiv is without electricity, with full or partial outages also reported in Kharkiv and Sumy after fresh attacks on energy sites.
  • DTEK’s Odesa grid chief reported about 48,000 customers still offline and warned full substation restoration could take one to two years due to long equipment lead times.
  • Commander-in-Chief Oleksandr Syrskyi said Russia is flying strike drones at very low altitudes, prompting a push to field more interceptor UAVs, ground stations and radars and to form dedicated air-defense drone units.
  • The Defence Ministry’s pilot initiative has enabled initial energy and defense-industry operators to install electronic-warfare systems that are run by military units, and the SBU detained a Kyiv resident for posting videos of air-defense activity.
  • ISW said it has not observed local reports or geolocated evidence to corroborate Sergey Lavrov’s allegation about Valdai and noted contradictions between his account and Russia’s Defense Ministry figures.
