Russian Energy Strikes and Limits on Starshield Cripple Ukraine’s Drone Defences

Degraded military satellite links have reduced Ukraine’s ability to intercept fast Russian drones, raising civilian risk this winter.

Overview

  • Ukrainian leaders said a major Russian assault on Oct. 16–17 struck more than 15 power generation and transmission sites and used hundreds of drones and missiles, causing widespread outages and civilian casualties.
  • A sudden speed cap on SpaceX’s military Starshield service curtailed data for drone-mounted terminals so interceptor drones lost connectivity above about 160 kph, which Kyiv says cut their effectiveness against faster Russian munitions.
  • Ukraine tested Starshield terminals in EU territory and found normal speeds there, prompting President Zelenskyy to call the limits a deliberate, location-specific measure and to press SpaceX and U.S. officials for a fix.
  • Media reports citing unnamed sources say Elon Musk proposed limits to President Trump and that U.S. authorities could have enabled restrictions, but both Musk and President Trump have denied sole responsibility for the slowdown.
  • Washington’s pause of a new sanctions package has deepened Kyiv’s diplomatic strain, European leaders have reiterated support, and Ukraine is seeking alternative satellite providers and more air‑defence supplies ahead of winter.
