Russian Drone Wave Cuts Power and Water Across Ukraine

High reported interception rates alongside heavy damage to CHPs and substations raise the risk of prolonged emergency power cuts.

Overview

  • Overnight into Nov. 1 Ukrainian forces said Russia launched about 433 drones and that air defenses shot down or suppressed roughly 371 of them, with strikes and falling debris recorded across many regions.
  • President Volodymyr Zelensky and regional officials said the attacks left nearly 300,000 households without electricity, including more than 80,000 in Kyiv region and about 200,000 in Dnipro and Dnipropetrovsk areas.
  • Strikes hit combined heat-and-power plants, electrical substations and gas and rail infrastructure in Kyiv, Dnipro, Zhytomyr and Zaporizhzhia, and Zhytomyr officials reported more than 650 settlements without power.
  • The outages caused drops in water pressure, localized loss of hot water and heating, emergency power cuts in Kyiv, property damage and some injuries while repair crews and emergency services work where it is safe to do so.
  • Russian regional authorities reported damage to an industrial site in Nizhny Novgorod that some sources say was a LUKOIL refinery, but independent confirmation is lacking and the claim is still developing.
