Russian athletes allowed to compete as neutrals at 2024 Paralympics after partial suspension

The IPC voted against fully banning Russia but partially suspended them through 2025.
Russian athletes can still compete as neutral individuals without national symbols.
The decision allows Russian participation in Paris but limits their entries due to missed qualifying.
IPC also voted not to suspend Belarus despite its involvement in Ukraine.
The IOC will soon decide on Russian and Belarusian participation at the 2024 Olympics.
