Russia to Introduce Children's SIM Cards With Parental Location Access

Key legal and privacy rules will be set in forthcoming regulations.

Overview

  • Digital Development Minister Maksut Shadaev announced dedicated SIM cards for minors that will be registered separately and issued only with parental consent.
  • Parents will be able to request geolocation tracks of a child's device without a court order, according to the ministry.
  • Senior State Duma member Tatyana Butskaya endorsed the plan, saying lawmakers' position aligns with the ministry.
  • Butskaya proposed bundled free access for holders to selected online services, citing the Gosuslugi portal and VK as examples.
  • She also floated preserving access to designated services at zero balance and extending similar options to regional platforms such as Mos.ru.
