- On November 28, the regulator announced fresh temporary limits on arrivals and departures at Krasnodar and Sochi airports.

- Separate notices added Samara and Ulyanovsk to the list, as well as Penza and Saratov, while Volgograd came under limits late on November 27.
- Earlier on November 27, temporary restrictions were introduced at the airports of Grozny and Vladikavkaz.
- Sochi’s November 27 closure was lifted the same day, with Rosaviatsiya reporting 10 flights diverted to alternate airfields during the disruption.
