Russia Tells ICAO It Seeks Enforcement of Aviation Rules, Not Sanction Relief

The foreign ministry positions its Article 84 case alongside a new Assembly paper as a direct challenge to unilateral flight restrictions.

  • Maria Zakharova said Russia is not asking ICAO to ease aviation sanctions and wants the organization to require certain states to stop violating international law.
  • She noted that Russia filed an Article 84 complaint in October 2023 alleging Chicago Convention breaches by 37 states, including all EU members as well as the United States, Canada, the United Kingdom, Norway, Switzerland and others.
  • At the 42nd ICAO Assembly in Montreal, the Russian delegation submitted working paper A42-WP/256 asserting that unilateral restrictive measures are incompatible with the Convention.
  • The submission urges ICAO to take all possible steps to prevent the use of politicized, discriminatory restrictions in international civil aviation.
  • Russia maintains that its civil aviation sector continues to grow, with Russian and foreign airlines increasing traffic and expanding route networks despite these measures.
