Overview
- Members of the Duma commission led by Vasily Piskarev filed the draft, and its text was published in the State Duma’s electronic database, where it now awaits parliamentary consideration.
- The measure targets Russians abroad who have been convicted, including in absentia, or administratively penalized for violations tied to foreign-agent rules, calls to breach territorial integrity, calls for sanctions, discrediting the armed forces, or involvement with undesirable organizations.
- Proposed restrictions include blocking funds and other assets, refusing some consular actions, denying online state services, banning remote banking and electronic signatures, suspending driver’s licenses and vehicle or property registrations, refusing credit agreements, and prohibiting transactions by power of attorney.
- Authorities could apply measures only after a court verdict takes effect and officials confirm evasion and residence abroad, with decisions made by the Prosecutor General or a deputy and a public list maintained on the Prosecutor General’s website.
- The draft provides for monthly humanitarian payments to dependent parents, spouses, or children of listed individuals, funded from the person’s frozen money in amounts set by the government in coordination with the Bank of Russia.
