Russia Sets 2026 Utility Bill Caps: 1.7% From January, Regional Limits From October

Oversight by the antitrust watchdog will enforce caps on total monthly bills rather than on individual services.

  • From October 1, 2026, limits will vary by region, including 15% in Moscow, 12.8% in Moscow Region, 14.6% in St. Petersburg, 9.2% in Leningrad Region, 8% in Khakassia and Chukotka, 22% in Stavropol Territory, and 13.8% in Sevastopol.
