- Russia’s Digital Ministry said foreign messengers, including Telegram, are not on the list of services that stay accessible during mobile internet restrictions.
- State Duma member Anton Nemkin called reports of Telegram’s inclusion false and said the messenger cannot qualify because it is a foreign platform.
