Russia Rules Out Telegram From Internet ‘White List’ as Government Expands Approved Sites

Officials say inclusion is based on social significance serving critical citizen needs.

Overview

  • Russia’s Digital Ministry said foreign messengers, including Telegram, are not on the list of services that stay accessible during mobile internet restrictions.
  • State Duma member Anton Nemkin called reports of Telegram’s inclusion false and said the messenger cannot qualify because it is a foreign platform.
  • The ministry confirmed a second-stage expansion covering sites of the State Duma, federal ministries and agencies, the Prosecutor General’s Office, regional governments, Pochta Rossii, Alfa-Bank and the Chestny Znak system.
  • Additional services now listed include RZD, Tutu.ru, 2GIS, Maxim taxi and Gismeteo, with mobile operators applying the technical settings to keep them reachable during outages.
  • Earlier inclusions covered VK, Odnoklassniki, Mail.ru, the Max messenger, Ozon, Wildberries, Yandex services, Dzen, Rutube, the Mir payment system, operator account portals, Gosuslugi, the remote voting platform and the president and government websites.
