Russia Moves to Expand Two-Subject OGE Pilot to 12 Regions

Officials point to early pilot gains in vocational enrollment to justify expansion.

Overview

  • The government said nine more regions will join the experiment, bringing participation to 12 regions in total.
  • Education Minister Sergey Kravtsov identified potential additions including Kamchatka Krai, Murmansk and Smolensk regions, and Khanty-Mansi Autonomous Okrug–Yugra.
  • The ministry reported that nine candidate regions confirmed sufficient resources and conditions, with participating areas to guarantee free and accessible secondary vocational education for ninth- and eleventh-graders and past graduates, including applicants from other regions.
  • A law adopted in April 2025 allows ninth-graders planning to enter colleges and technical schools to take only Russian and mathematics on the OGE instead of four subjects.
  • Initial pilots in Moscow, St. Petersburg, and Lipetsk covered about 181,000 students and increased vocational enrollment, with roughly 60% choosing technical specialties.
