Russia Launches Massive Night Strike on Ukraine’s Power Network

The barrage is designed to exhaust Ukraine’s repair capacity before winter, raising questions over continued Western defence support.

Overview

  • A mixed Russian attack of ballistic and cruise missiles plus more than 320 attack drones struck at least 15 power generation and transmission sites and hit targets across nine regions overnight on Oct. 16–17, Ukrainian officials said.
  • Ukraine’s air defences, aviation and electronic warfare forces shot down or suppressed about 293 incoming targets, including four Kalibr cruise missiles and roughly 289 drones, but debris and impacts caused damage at 22 locations.
  • Regional authorities reported at least seven to eight civilians killed and dozens injured as strikes damaged apartment blocks, shopping centres and municipal services, leaving some areas still without electricity.
  • Ukrenergo and repair crews restored power for more than one million people, but the International Organization for Migration warns about 1.56 million returnees in frontline districts who lack insulation and repairs and face high risk of winter displacement.
  • The attack heightens Kyiv’s concern that recent U.S. policy moves could weaken steady Western air‑defence, intelligence and sanctions support, a shift that analysts say would affect Ukraine’s ability to deter future anti‑energy campaigns.
