Russia Extends Higher Timber Export Duties Through 2028

The government says the move is intended to secure raw‑material supplies for domestic processors.

Overview

  • The Cabinet signed a decree extending elevated export customs duties on timber beams and sawn lumber until December 31, 2028.
  • The measure covers coniferous species and valuable hardwoods such as oak, beech and ash when lumber exceeds 22% moisture and dimensions of 10 cm in both thickness and width.
  • Beam export duties are set at €200 per cubic meter for conifers, €250 for beech, €300 for ash and €370 for oak.
  • Sawn timber is subject to a 10% export duty with minimum charges of €13 per cubic meter for conifers, €15 for oak and €50 for beech and ash.
  • Officials cite the goal of preserving limits on unprocessed wood exports by blocking the use of sawn timber as a cover good, noting these restrictions have been in place since 2022.
