Russia Extends Gasoline Export Embargo to Year-End, Tightens Diesel Rules

Officials say the measures target grey exports to protect domestic supply during peak demand.

Overview

  • The gasoline export ban now runs through 31 December 2025 and covers all exporters, including direct producers.
  • Non-producers are barred from exporting diesel, marine fuel and other gasoils until year-end, while direct producers remain exempt.
  • Officials cited rising pump and exchange prices and seasonal demand as the rationale for the new curbs.
  • Regional leaders reported localized fuel shortages at some stations, and Vice Premier Alexander Novak said a small deficit is being covered by accumulated stocks.
  • A 50,000 rubles-per-tonne deterrent export duty on resellers remains in force until 2028 despite earlier expectations of an October shift to trader-only limits.
