Russia Approves Phaseout of Platon Truck Toll Discount Starting March 2026

Officials cite a funding shortfall from faster growth in road repair costs.

Overview

  • The lowering coefficient in the Platon system will increase from 0.51 to 0.75 on March 1, 2026, with the discount fully removed on February 1, 2028.
  • The Transport Ministry says additional revenue will be directed to expand repairs and maintain federal highways in standard condition.
  • The ministry points to a 2020–2024 gap, with the toll rate indexed by 39% while road repair costs rose by 80%.
  • Over 10 years, Platon has transferred more than 360 billion rubles to the Road Fund, covering about 60,000 km of federal roads and registering nearly 900,000 carriers and over 1.97 million trucks.
  • Plans tied to the policy include restoring 55 sections in 2025 and completing work on 51 federal projects totaling more than 746.8 km in 2026–2027, including stretches of the R-21 Kola, A-122, A-160, R-257, R-217 and R-297 routes.
