The Education Ministry and Interior Ministry formally set the procedure and technical scheme for electronic information exchange on non‑citizen minors in schools and colleges.
Federal Law No. 314‑FZ will launch regular transfers on January 28, 2026, anchoring the interagency workflow.
The Interior Ministry will provide education authorities with migration registration and deregistration updates for children to support placement planning.
Education bodies will send application filings, Russian‑language test results, and confirmations of enrollment or withdrawal for each student.
