Russia and China Seal 2026–2030 Satellite Navigation Roadmap

The plan sets a five-year agenda to align GLONASS with Beidou for joint use.

Overview

  • The document was signed in Hangzhou on November 3 during the 30th regular meeting of the Russian and Chinese governments attended by premiers Mikhail Mishustin and Li Qiang.
  • Roscosmos CEO Dmitry Bakanov and China's navigation satellite system commission chair Guan Jun signed the roadmap on behalf of their agencies.
  • Roscosmos said the 2026–2030 program targets interoperability and complementarity between GLONASS and Beidou, along with system monitoring and shared satellite technology applications.
  • The parties also adopted a joint statement evaluating the 2021–2025 roadmap, noting a joint time laboratory, a space-based augmentation testing platform, and contracts for mutual placement of navigation stations.
  • A joint communique and additional documents were concluded during Mishustin's two-day visit as part of the government-level talks.
