Rohtas Files FIR Over ‘Cat Kumar’ Residence Certificate Fraud

Officials have launched cyber-tracing to identify the prankster behind the ‘Cat Kumar’ application, with technical audits planned to strengthen RTPS verification

  • On July 29, an application for a residence certificate naming “Cat Kumar” with parents “Catty Boss” and “Catiya Devi” and featuring a cat photograph was submitted via Bihar’s RTPS portal.
  • Rohtas DM Udita Singh ordered the entry cancelled on August 4 and instructed Nasriganj Revenue Officer Kaushal Patel to file a police complaint for obstruction of government work.
  • A formal FIR was registered at Nasriganj police station on August 10 under sections of the Bharatiya Nyaya Sanhita, and PSI Rahul Kumar has been assigned to the probe.
  • Authorities are using the provided mobile number, email and cyber-forensics tools to trace the individual responsible for exploiting portal vetting gaps.
  • The incident is the latest in a series of frivolous entries during the Special Intensive Revision of electoral rolls, prompting state authorities to plan tighter KYC checks and portal audits.
