Overview
- Rockstar updated its official modding guidelines on September 10, 2026, and the changes were widely publicized on social forums and in the press on September 20–21.
- The guidelines ban fan-made story expansions, cross-title use of maps or characters, unauthorized ports to platforms where a game has not been released, and reuse of voice or real-world likeness without permission.
- Multiplayer mods and any approved monetization are restricted to Rockstar’s licensed Creator Platform (the Cfx.re/FiveM team) or projects explicitly licensed by Rockstar, with third-party storefronts and gambling-style monetization expressly prohibited.
- Rockstar says it can revise the rules and take down mods at any time, a stance that has prompted negative reactions from parts of the modding community and leaves enforcement priorities unclear until a PC release and follow-up actions.
- The move builds on Rockstar’s prior steps — including its 2023 acquisition of the FiveM/RedM team and past takedowns of high-profile fan projects — and could shrink the open mod ecosystem that has prolonged GTA and Red Dead games’ cultural life while centralizing revenue and control.
