Robocalls Hit Six-Year High as Compliance With Anti-Scam Rules Slips

A new PIRG analysis finds lagging caller ID authentication rollouts that leave consumers exposed.

Overview

  • Americans averaged 2.56 billion robocalls per month from January to September 2025, up from 2.14 billion in 2024, based on YouMail data analyzed by PIRG.
  • Only 44% of the 9,242 carriers that filed with the FCC had fully installed required caller ID authentication as of Sept. 28, 2025, down from 47% in 2024.
  • Automated texts climbed sharply to roughly 19 billion in 2024 as scammers shifted tactics, PIRG reports.
  • FTC data show losses from phone-call scams increased 16% in the first half of 2025, with affected victims averaging $3,690 in losses.
  • Every state attorney general sent warning letters to 37 voice providers in August through Operation Robocall Roundup, yet technical rollouts and enforcement remain uneven.
