- The Forum of Local Leaders runs November 3–5 at the MAM/Vivo Rio complex, organized by the COP30 presidency and Bloomberg Philanthropies, drawing 300+ city and regional leaders and daily audiences of 2,000–2,500.
- C40’s mayors summit marks the network’s 20th anniversary with hosts Sadiq Khan and Eduardo Paes and expected attendance from Anne Hidalgo, as sessions focus on financing, resilience and adaptation.
- City hall’s COR-Rio integrated plan deploys cameras, drones and targeted traffic controls, with restrictions around MAM (Nov 1–6) and Praça Mauá (Nov 4–5) and brief VLT station skips on Nov 5, and no heads of state are expected.
