Rio Intelligence Chief Says Deadly Raid Had Minimal Impact as ABIN Details Comando Vermelho’s National Expansion

Officials urged tighter federal–state coordination to confront decentralized criminal networks that they say now span most of Brazil.

Overview

  • At a Senate intelligence oversight hearing, Rio’s intelligence subsecretary called the 28 October operation in the Alemão and Penha complexes, which left 121 dead, largely symbolic and insufficient to weaken the faction’s structure.
  • Civil Police reported that 115 of the 117 suspects identified from the raid had proven ties to the Comando Vermelho.
  • ABIN said the group operates across nearly the entire country, noting presence in every Northern state except Roraima and Amapá and relevant activity in São Paulo, Minas Gerais, Mato Grosso do Sul, Paraná and Rio Grande do Sul.
  • ABIN linked the expansion to leadership dispersal during the UPP period, describing a more decentralized logistics network and local alliances, with methods being replicated by emerging poles such as Terceiro Comando Puro.
  • Amid calls for integration, authorities cited concrete steps including a Federal Police inquiry ordered by the Supreme Court to investigate organized crime in Rio and a new joint office unifying federal and state efforts against trafficking.
