Rio de Janeiro Implements Partial Progression for 2025, Allowing Advancement With Up to Six Failed Subjects

Officials say the change is designed to curb dropout through mandatory recovery plans.

  • Schools must create dedicated partial-progression classes during regular or extra shifts, in person or remote, staffed by subject teachers or, if unavailable, by pedagogical coordinators or counselors.
  • About 400,000 state high school students could be covered by the new regime starting in 2025.
  • The policy sets approval targets of 92% for 1st year, 95% for 2nd year, and 97% for 3rd year and offers a R$3,000 bonus to school staff if the goals are met.
  • The Education Secretariat denies any intent to inflate Ideb and cites external assessments such as SAEB, while experts including Claudia Costin and Priscila Cruz warn of learning risks and potentially distorted indicators.
