Rio Acting Governor Issues Decree to Formalize Transition to Douglas Ruas

It aims to deliver full diagnostics under legal oversight so the governor-elect can begin governing with ready budgets and project priorities.

Overview

  • Acting governor Ricardo Couto published the decree on Wednesday, Oct. 14, launching a formal transition that will run until Douglas Ruas’s 2027 inauguration.
  • The decree creates a Government Transition Commission led by the Casa Civil secretary Flávio Willeman and coordinated by state attorney Bruno Dubeux with officials from Planning, Finance and Infrastructure on the panel.
  • State secretaries must submit detailed reports by Oct. 30 on public accounts, programs in execution, projects paused or awaiting implementation, and matters needing decisions in the first 100 days.
  • Douglas Ruas may name up to five transition representatives; Maria Gabriela Bessa was announced as transition coordinator and Fernanda Louback confirmed her participation while the full team and worksite remain to be defined.
  • The PGE’s coordination gives the handover legal oversight and the decree is meant to secure continuity of services and provide Ruas with the diagnostics needed to make early budget and project decisions.
