Mansell's six-under-par 66 in the final round brought his overall score to 16 under, narrowly defeating Japan's Keita Nakajima.
Nakajima delivered a bogey-free final round of 65, finishing in second place, while Adrien Saddier and Tom McKibbin tied for third, two strokes behind Mansell.
