Rheinland-Pfalz Introduces Flat Fee System for Refugee Costs

A new law aims to simplify funding for municipalities by replacing case-by-case reimbursements with standardized per-person payments.

The reform of the Landesaufnahmegesetz will provide municipalities with a one-time payment of €10,000 per refugee, regardless of their asylum status.
The flat fee combines €7,500 from federal funds and €2,500 from the state of Rheinland-Pfalz, aiming to reduce administrative burdens and improve financial predictability.
An additional €1,500 per person will be allocated for special cases, such as Ukrainian refugees or individuals under humanitarian programs, who often have lower associated costs.
The law is expected to be passed by the state parliament in the second quarter of 2025 and will apply retroactively from January 1, 2025.
While municipalities welcome the simplified system, they have called for full cost coverage, dynamic adjustments for inflation, and additional integration funding.
