Rheinland-Pfalz Introduces Flat Fee System for Refugee Costs

A new law aims to simplify funding for municipalities by replacing case-by-case reimbursements with standardized per-person payments.

  • The reform of the Landesaufnahmegesetz will provide municipalities with a one-time payment of €10,000 per refugee, regardless of their asylum status.
  • The flat fee combines €7,500 from federal funds and €2,500 from the state of Rheinland-Pfalz, aiming to reduce administrative burdens and improve financial predictability.
  • An additional €1,500 per person will be allocated for special cases, such as Ukrainian refugees or individuals under humanitarian programs, who often have lower associated costs.
  • The law is expected to be passed by the state parliament in the second quarter of 2025 and will apply retroactively from January 1, 2025.
  • While municipalities welcome the simplified system, they have called for full cost coverage, dynamic adjustments for inflation, and additional integration funding.
