  • The Registrar General directed district and municipal chiefs to flag villages, hamlets, and groups vulnerable to threats or pressure that could skew counts.
  • Charge Officers must tour each revenue village, consult patwaris, lekhpals, talattis, and village administrative officers, and map likely sources of undue influence.
  • District intelligence units will monitor risks and send regular feedback to the Principal Census Officer through the superintendent of police.
  • No houselisting will occur inside areas under exclusive control of Defence or paramilitary formations, with separate planning required there for next year’s population count.
