The RFU also passed a motion for governance reforms, promising greater regional autonomy and addressing grassroots concerns.
The Whole Game Union (WGU), which led the rebellion, warned that failure to implement reforms by June 2025 could lead to renewed conflict.
The grassroots revolt stemmed from anger over executive bonuses during a year of record financial losses and staff redundancies.
Interim chairman Sir Bill Beaumont expressed hope for unity and pledged to modernize the RFU while addressing longstanding grievances from community clubs.
