Report Finds Longer Detention and Few Removals as France Weighs Extending the Cap

Only 36% of detainees were expelled in 2025.

Overview

  • An annual report by five groups working inside the centers says only 36% of the 16,467 people held in mainland facilities in 2025 were expelled.
  • The average stay rose to just over 33 days in 2025, up from about 17 days in 2020, with more than 2,000 held for the full 90‑day legal limit.
  • Most removals occurred early in custody, with roughly half within 20 days and about 85% within 45 days.
  • The Senate is reviewing a government‑backed bill to raise the maximum to 210 days for people previously sentenced to at least three years for offenses against persons and deemed a grave threat, which its sponsor says would affect only a few dozen people a year.
  • A previous, broader version of the extension was struck down by the Constitutional Council as disproportionate, and overseas the Mayotte center handled 96% of 27,568 placements in 2025, including 3,074 minors.
