Report Exposes Rampant Illegal Parking in Downtown Brooklyn as NYPD Defends Enforcement

The council's month-long survey is now driving targeted tows at identified hotspots.

  • Council Member Lincoln Restler’s office surveyed 60 blocks from May 26 to June 20 and counted an average of 457 illegally parked vehicles per day, with only about 3% ticketed.
  • A large share of the violators displayed real or fake government placards or city gear, with reported figures ranging from roughly 40% to 57%.
  • Hotspots clustered near government facilities included Adams Street by the Kings County Courthouse, which averaged 63 illegal parkers daily, and blocks near the 84th Precinct, FDNY Engine 207 and Transit SVU on Tillary and Gold streets.
  • Following a meeting with NYPD Transportation leadership, DOT and NYPD posted Tow Away Zone signs and cleared long-entrenched illegal parking on Navy Street near Tillary under the BQE.
  • The NYPD disputed claims of negligible enforcement by citing precinct-wide totals of 113,429 parking summonses year-to-date, including 821 for placards, plus 2,018 tows and 511 boots, while Restler renewed pushes to revoke up to 60,000 placards and to allow citizen and automated enforcement.
