Report: 50 Facilities Refused Care for 13-Year-Old Deemed a Security Risk in NRW

  • The Paderborn youth office contacted more than 50 facilities since April, but all declined to take the 13-year-old assessed as dangerous.
  • The district administrator wrote in mid-May to Ministers Josefine Paul, Herbert Reul, Karl-Josef Laumann and Benjamin Limbach seeking help after the placement search stalled.
  • With support from the family, interior, health and justice ministries, an experienced youth-care provider agreed to work on a solution.
  • On 16 August the girl allegedly stabbed a caregiver at an LWL psychiatric clinic; a murder commission is investigating and the 24-year-old victim survived after emergency surgery.
  • The LWL then sought to refuse readmission, but the Higher Regional Court in Hamm cleared the way for her return to psychiatric care as authorities cite rapid online radicalization and a security-risk classification earlier this year.
