Renovación Popular Declared Virtual Winner in Lima as ONPE Count Nears Completion

The JNE must now rule on whether Rafael López Aliaga can assume the mayoralty after Renovación Popular’s official nominee resigned under the replacement rule in Article 24.

Overview

  • The ONPE count reached about 99.9 percent on Friday and shows Renovación Popular leading with 27.682 percent (1,554,179 votes) versus Avanza País at 26.810 percent (1,505,241 votes), with only 9–10 actas still pending.
  • Francis Allison publicly acknowledged on Friday that he did not win the Lima mayoral race and accepted the near-final ONPE results as effectively irreversible.
  • Renovación Popular’s listed mayoral nominee Luis Rubio resigned before the count finished, which raises a succession question because Article 24 of the Ley Orgánica de Municipalidades allows the first regidor of the same list to replace an absent mayor.
  • JNE president Roberto Burneo has said the law does not explicitly bar an incumbent mayor from running as a regidor and the JNE Pleno must decide the credentialing and any legal limits on López Aliaga’s accession.
  • Avanza País limited formal challenges because processing hundreds of contested actas would have cost about S/250,000, and if the JNE recognizes López Aliaga, Allison says his party would hold nine regidor seats in the municipal council, affecting how the city is governed.
