Reniec Authorizes 470,000 Free Electronic ID Procedures in 2026 for Priority Groups

The initiative targets vulnerable users to close documentation gaps through institutional funding.

  • The measure, set by Resolution No. 000213-2025/JNAC/RENIEC, runs from the first business day of January through December 31, 2026.
  • It covers first-time registrations, renewals, duplicates, photo updates, data rectifications in the RUIPN, and issuance of the DNIe.
  • Beneficiaries include children 0–16 (including newborns in Minsa and EsSalud hospitals), minors in poverty who update photos, adults who affirm organ donation status, Armed Forces and National Police personnel for 2026 electoral operations, and persons with disabilities.
  • Reniec will finance execution with its 2026 budget without seeking Treasury funds, with the 470,000 cap subject to exceptional increases based on available resources.
  • Operational updates support access, including online status tracking, the BioFacial app for photo updates, payments via Yape and BCP Agents, continued free birth and death registrations in hospital offices, free changes of DNI pickup location, and a limited domicile declaration exception for minors.
