Overview
- RENIEC formalized the rules in Resolución Jefatural D000012-2026-RENIEC/JNAC and published them in El Peruano to authorize a digital version of Peru’s national ID.
- The DNId will have the same legal validity as the conventional DNI for civil, commercial, administrative, and judicial uses and will coexist with the physical DNI and the existing electronic DNI.
- RENIEC assigned its Dirección de Certificación y Servicios Digitales and Oficina de Tecnologías de la Información to build and operate the service while the Oficina de Comunicaciones will publish guidance and procedures on the agency portal.
- The agency ordered that issuance start progressively within a maximum of 30 business days, and the DNId will be issued free during the current budgetary implementation period.
- The lineamientos require security and privacy measures such as biometric validation, temporary dynamic QR verification, and cryptographic checks to prevent forgery and limit data exposure on a case-by-case basis.
