Regularization Drives Record September Rise in Social Security Affiliates in Spain

Mass formalization has expanded the contributor base while swelling job‑centre registrations and straining regional employment services.

Overview

  • The Social Security recorded 92,327 new affiliates in September, the strongest September since 2000, with about 84,220 of those new hires identified as foreign workers linked to the extraordinary regularization program.
  • At the end of September some 421,306 people accepted under the regularization process were registered on payrolls, showing the program’s immediate effect in moving informal workers into formal employment.
  • Registered unemployment rose by 23,587 in September to roughly 2.38 million as many newly regularized people signed up at SEPE, though the number of registered jobseekers is 42,160 lower than in September 2025.
  • The month showed sharp sector and regional differences: education added more than 60,000 posts for the school year while commerce and hospitality fell after summer, and regions ranged from job losses in Galicia to a 2.9% drop in Canary Islands unemployment.
  • Regional governments and unions warn that the influx of recently regularized people is increasing demand for guidance, training and job‑matching services, prompting calls for extra funding even as self‑employment also rose by 14,229 in September.
