Regions Reject Spain’s Financing Overhaul, Leaving Government Isolated Outside Catalonia

Montero says the proposal now moves to bilateral technical meetings, with public consultation to follow, on a voluntary basis.

Overview

  • After a four-hour CPFF meeting, all autonomous governments present opposed the plan except Catalonia, exposing the Executive’s political isolation.
  • The reform would add about €20.975 billion to regional funding from 2027, with Andalusia projected to gain roughly €4.846 billion and Catalonia about €4.686 billion.
  • Finance Minister María Jesús Montero denied any preferential treatment for Catalonia, said the scheme confers no privileges, and described regional adherence as voluntary.
  • Several regions—including PSOE-led Castilla-La Mancha and Asturias—rejected the proposal as a bilateral deal with ERC, labeled it “blackmail,” and warned they may go to court.
  • The Government plans bilateral technical talks and a public consultation before sending the draft to Congress, where passage is uncertain given opposition from the PP, Junts and other groups; PP leader Alberto Núñez Feijóo plans to raise the issue in his upcoming meeting with Pedro Sánchez.
