Criswell, 27, made 10 relief appearances for the Rays last season, including four outings of at least four innings, and had a 5.73 ERA.
Criswell is known for his unconventional delivery, releasing from a low three-quarters arm slot that gives him significant extension from a 6-foot-6-inch frame.
He spent most of his professional career in warm-weather climates, and this will be his first time moving up north.
Criswell will make a guaranteed $1 million as part of the deal.
