Taylor's victory margin was reduced by 25 votes in the recount, but she still led by 53 votes.
Democrat Kimberly Pope Adams conceded defeat after the recount.
Despite Taylor's win, Democrats will maintain a 51-49 majority in the new House session, ending two years of GOP control.
Democrats also retained their majority in the state Senate, meaning Republican Gov. Glenn Youngkin will have to work with Democratic majorities to enact his legislative agenda.
