The fentanyl, concealed in a trailer's frame, weighed more than half a ton.
Officials estimate the drugs could potentially cause 250 million fatal overdoses.
This seizure is part of Operation Apollo-Arizona and Operation Plaza Spike targeting drug trafficking.
CBP also recently seized methamphetamine and cocaine at the same port, totaling $12.6 million in street value.
