Record Afore Withdrawals Raise Risk to Mexican Pensions

Officials warn that taking unemployment withdrawals proportionally cuts credited weeks and removes funds that would otherwise earn compound returns.

Overview

  • Consar reported that in the first half of 2026 more than 1,042,428 people withdrew 22,546 million pesos from their Afore, the first time a semester exceeded one million withdrawals.
  • When a worker takes a retiro por desempleo the IMSS reduces semanas de cotización in proportion to the amount withdrawn, which can delay or block pension eligibility under Article 198.
  • Consar says Modalidad A withdrawals for people with more than three years cotizados can erase roughly 120 weeks of credited work, equal to more than two years of pension progress.
  • Early withdrawals also remove capital that would earn compound returns, permanently shrinking final retirement savings even though the law allows rare reintegration of funds.
  • Workers under the old Ley 73 face an added risk because the conservación de derechos equals 25% of total cotized time and missing that window can trigger a negativa de pensión, but rights can be reactivated by resuming cotización under staggered week requirements or using schemes such as Modalidad 10.
