Recife Councilor Seeks CPI Over Late Reclassification That Led to Procurador's Appointment

A judge denied an injunction, keeping the reclassification in force.

  • The city published Lucas Vieira Silva’s appointment as municipal procurador in an extra edition of the Diário Oficial on December 23, for a post with net pay above R$30,000.
  • Silva, originally 63rd in the 2022 contest, requested in May 2025 to enter the people-with-disabilities list after presenting an Autism Spectrum Disorder diagnosis that the city says was confirmed by the Regional Labor Court.
  • PGM Recife’s technical staff opposed accepting extemporaneous proof as contrary to the edital, but Procurador-Geral Pedro Pontes authorized the reclassification, and the list was re-homologated in mid-December.
  • The sole previously classified PCD candidate, Marko Venício dos Santos Batista, was displaced, protested publicly, and filed a mandado de segurança; on December 23 the 9th Civil Court denied a preliminary injunction, leaving the administrative acts in effect pending merit review.
  • Councilor Thiago Medina filed a request on December 30 to open a CPI to probe alleged irregularities and influence in the process, as local and national municipal prosecutors’ associations urged suspension of the appointment while the case is examined.
