Overview
- Proclamation 297 of 2025, signed on 24 November, authorises the Special Investigating Unit to investigate alleged irregular media buying and payments for services not rendered at the South African Tourism Board.
- The inquiry targets three specified invoices and related purchase orders and will test whether contracting and payments met standards of fairness, competition, transparency, equity and cost‑effectiveness.
- The scope covers conduct from 1 March 2020 to 21 November 2025, with latitude to examine connected actions outside those dates.
- Investigators will assess compliance with SA Tourism’s internal procurement manuals and with instructions or guidelines issued by the National Treasury.
- The SIU may recover state losses through civil proceedings and will refer any evidence of criminal conduct to the National Prosecuting Authority, with the probe now authorised and no findings yet released.
