Rajya Sabha Bulletin Bans Slogans, Bars Criticism of Chair as Mamata Banerjee Objects

The advisory restates decorum rules before the Winter Session under incoming chair C P Radhakrishnan.

Overview

  • The latest bulletin instructs that no slogan — including “Vande Mataram” or “Jai Hind” — be raised in the Upper House, even phrases like “thanks” or “thank you.”
  • It reiterates that the Chair’s rulings cannot be criticised inside or outside Parliament.
  • Members are reminded not to display exhibits on the floor and that a member who criticises another must remain present to hear the reply.
  • West Bengal chief minister Mamata Banerjee questioned the move, calling the slogans patriotic, saying she would seek clarification from MPs, and warning against eroding Bengal’s identity.
  • The guidance arrives days before the Dec 1–19 Winter Session, the first to be chaired by newly elected Vice-President C P Radhakrishnan, with similar decorum advisories issued in 2024.
