Rajasthan Issues First Statewide Stray-Dog Rules After Supreme Court Shift

The order turns the Supreme Court’s Aug. 22 return-and-sterilise directive into a statewide playbook with a 30-day reporting deadline.

Overview

  • Rajasthan directed all municipal corporations, councils and municipalities to implement the Animal Birth Control Rules, 2023 and submit compliance reports within 30 days.
  • Every ward must identify, mark and maintain designated feeding points in consultation with local feeders and resident associations.
  • Humane capture protocols ban tongs and nooses, require trained teams with ID, and exclude puppies under six months and lactating females from surgery.
  • Municipal bodies must run sterilisation–vaccination–deworming centres, tag dogs, return them to original locations, and isolate suspected rabid or repeatedly biting animals under veterinary supervision with bite reports verified.
  • Only recognised organisations may bid under Animal Welfare Board rates of Rs 200 for capture/transport and Rs 1,450 for sterilisation and care, with CCTV, detailed registers and monitoring committees mandated; in contrast, Bhopal has doubled sterilisations but has yet to plan feeding zones.
