Rajasthan High Court Orders SITs and 75% Attendance Rule to Curb ‘Dummy’ Schools

The order follows petitions over CBSE de-affiliations, with fresh decisions due within four weeks.

Overview

  • CBSE, RBSE and the state were directed to form Special Investigation Teams for sudden checks at schools and coaching centres.
  • Boards must enforce at least 75% classroom attendance for Classes 9–12 through random inspections and disciplinary action.
  • If students are found in coaching classes during school hours while absent from school, strict action is to be taken against schools, centres and other stakeholders.
  • The court remitted recent de-affiliation penalties to CBSE for re-examination and instructed the board to issue fresh orders within four weeks.
  • Schools were told to set up counselling centres to guide students and parents on career choices, with the court flagging the mental-health harms of dummy-school practices.
