Rajasthan High Court Orders SIT Inspections, 75% Attendance Rule to Curb ‘Dummy’ Schools

The ruling targets coaching-linked absenteeism by requiring surprise checks across Classes 9–12.

  • Justice Anoop Kumar Dhand directed the Rajasthan government, CBSE, RBSE and other boards to constitute Special Investigation Teams for sudden inspections of schools and coaching centres.
  • If students are absent from school but found at coaching during school hours, authorities must take strict action against schools, coaching centres and other stakeholders, including possible de-affiliation or de-recognition.
  • The court said boards must enforce a minimum 75% classroom attendance for Classes 9–12 and conduct regular surprise checks of student and teacher presence.
  • Hearing petitions from two schools penalised by CBSE for dummy admissions, the court remitted the de-affiliation matters to the board for fresh orders within four weeks.
  • The order also called for counselling centres in schools to guide students and parents on career choices, and said students who have completed half the session should not be shifted and may sit for upcoming exams if otherwise eligible.
